Q&A. Does an association need to provide a telephone conference number to non-director members who want to attend an open board meeting by phone?

A: No. There is no legal requirement that associations provide a call-in number for non-director members to attend open board meetings by phone. However, if an open board meeting is to be held via telephone conference, at least one director or a designated representative of the association must be present at designated physical location indicated on the notice of the meeting so members can attend the meeting at that location. (Civ. Code §4090(b).)
